Preface
Over the past forty years, the development
of Taiwan's economy has made such great strides that it
has come to be described throughout the international
community as the 'Taiwanese Miracle', and through his
immense contribution to the process of Taiwan's economic
development, Dr. Kwoh-Ting Li has played a key role in
realizing this 'miracle'. In order to present their founder's
contribution to Taiwan's economic development, in conjunction
with informing others of Taiwan's economic modernization
experiences, China Technical Consultants, Inc., are proceeding
with the construction of the Kwoh-Ting Library and Archives
in Dr. Li's alma mater, the National Central University
(NCU), where the Research Center for Taiwan Economic Development
is also established for the purpose of carrying out the
operation of this Library and promoting research work
into Taiwan's economic development.
Functions
and Specialization of the RCTED

Functions
a. To collect national and international data and research
work on Taiwan's economic development.
b. To conduct research work on Taiwan's economic development
policies and to make policy recommendations.
c. To sponsor scholarly exchanges on Taiwanese economic
development research, and to promote advanced research,
with the aim of making in order to make the RCTED the
primary center in the world of researches on Taiwan's
economic development.
d. To manage the Kwoh-Ting Library and Archives.
e. To publish research papers and books, both in English
and Chinese, for the purpose of promoting the understanding
of Taiwan's economic development experiences, and helping
policy makers from other countries to successfully utilize
Taiwan's experiences to develop their own economies.
2. Specialization
The personal files of Dr. K.T. Li will form the core
of the library's collection. The library will also collect
and organize the personal files of other prominent policy
makers in the formulation and implementation of Taiwan's
economic policy. As such, the library collection will
include almost all of the most important information
relating to Taiwanese economic development from 1960
to 1980 - a critical economic take-off period for Taiwan.
In order to maintain its specialization, the RCTED will,
on a regular basis, collect all information that is
deemed significant in the field of Taiwan economic policy
formulation, and make it available, along with other
supporting resources (computers, research rooms, and
so on), for research purposes. The primary objective
of the RCTED is that the NCU will become widely recognized
as the foremost organization for the study and research
of Taiwan's economic policies.
The
Organization of the RCTED

Organization
a. The RCTED
will be directly under the supervision of the President
of NCU.
b. There is an advisory committee consisting
of twelve members from both within and outside of the
NCU, that serves, at the invitation of the President,
to assist him in supervising the operations of the RCTED.
The length of service for members of this committee
will be a two-year renewable period, with the President
acting as the chairman. The advisory committee currently
has the following members:

2. Building Facilities
The Kwoh-Ting Library and Archives complex,
which houses the RCTED, has seven floors and a two-level
basement, with total office space of 7,361.61m2. The
complex consists of a browsing room, a public reading
room, the Dr. K.T. Li exhibition center, an international
conference hall, two medium-sized conference rooms,
five executive offices, five seminar rooms, forty research
fellow offices, and sixteen research assistant offices.
3. Library Materials
The library currently holds two sets
of Dr. K.T. Li's files, one set of personal files from
both Mr. Wan-An Yeh and Dr. Samuel Shieh, and one set
of policy and research reports from the Chung Hua Institution
for Economic Research. There are, in addition, documents
contributed by the Council for Economic Planning and
Development, the Council for Labor Affairs, the Council
of Agriculture, the Commission on Research, Development
and Evaluation, the Science-Based Industrial Park in
Hsinchu, and the Tao-Yuan County Government. These files,
reports, books, and documents are available to the general
public and some of them will be accessible via the internet.
